Number #1: College or Campus
A college or university campus or even smaller schools for adults is a far better place than any student bar. Women both young and old are attending classes at these locations and, given the nature of such environments, are in all likelihood used to meeting lots of different people. While simply hanging out in the area might suffice you will probably do even better if you sign up for a course.
Number #2: Coffee Shops
Coffee shops are another alternative. While women in coffee shops might be waiting for someone, chances are they are simply hanging out by themselves to relax. You will need more guts to approach her here than you would in a bar, but on the other hand she will not dismiss you as a drunk. Better yet, in the event of success you will have a greater chance of getting to know her.
Number #3: Park or Local Tourist Spot
Finally if she is strolling around in the park or at a local tourist spot she is in all likelihood not in a hurry to get anywhere. This translates to willingness to interact with a stranger. Remember that dogs are great conversation topics here. If you have your own, bring it. You might just find that women will come up to you because of it. If not, one of many ways of approaching women in these places could be to go for one with a dog and talk about theirs to begin with, only to progressively move onto other topics if she seems open to it.
